How it works

Moon Scan runs a fixed, transparent pipeline. There is no analyst in the loop and no discretionary scoring — the same rules apply to every name.

  1. 1. Name normalisation

    We normalise Unicode, strip noise, and handle CJK names carefully so Latin and Chinese inputs can be compared fairly against the mirrored dataset.

  2. 2. Match against OpenSanctions

    Your name is checked against our daily mirror of the OpenSanctions default collection. Latin-script names use exact and fuzzy matching; Chinese names use exact match and containment (a full name contained in a longer recorded name, or vice versa).

  3. 3. Fixed verdict rules

    Only matches with name similarity of at least 85% count toward the verdict. Strong matches on sanctions, crime, wanted, debarment, export-control, or frozen-assets lists produce Flagged. Strong matches on PEP, RCA (relatives and close associates), oligarch, or person-of-interest lists produce PEP — enhanced due diligence. Other list types are shown for context but do not change the verdict. If nothing strong and relevant matches, the verdict is No relevant match.

  4. 4. One-time PDF report

    You can download a PDF report once per scan (with a short retry window if the download fails). The report records the subject, verdict, hits, and the dataset version used.

Honest limitations

  • Name matching is not identity verification. Shared or similar names produce false positives; missing aliases produce false negatives.
  • A verdict is not legal, compliance, or regulatory advice. You remain responsible for your own CDD decisions.
  • Always corroborate flagged or PEP results with independent sources before acting.
